01.  Whether base map is to be made using Satellite Imagery and generating necessary number of Ground Control Points, or by way of a ground survey using Total Station?

The geo-referenced digitized base map from satellite imagery (Quick Bird Imagery with a Precision of .6m) is available. It contains major roads, lanes and by- lanes (normally, which are greater than 2 m in width and aerially captured by satellites – some lanes may not be visible aerially due to extension of buildings on upper floors). However, the image may not contain sub lanes and sub-sub lanes, which are normally narrow and of limited length.. Screen shots of the available map are enclosed.

02. MC, Amritsar (Employer) will share available maps for marking of ward boundaries, and make available MC personel to assist in marking of ward boundaries. Who will authenticate the updation of ward boundaries on map?

MCA has defined ward boundaries and MC professionals shall be available to assist the bidder in marking of these boundaries. Since defining of ward boundaries is within the domain of MCA, their decision shall be final. Anyway, this exercise shall have not much impact on the quality of outputs as we don’t plan to link UIN with ward boundaries.

03. Municipal Corporation would define the parameters for generating the system for UIN for each property?

In fact, this is to be finalized in consultation with the bidder/contractor.

04. What all municipal functions are to be covered ? Property enlisting / details, electricity, water and sewerage particulars; anything else?

Yes- correctly stated. However electricity is not a municipal function. Under electricity, we are focusing more on consumer ID number and no other details.



05. Data acquisition from these departments and all necessary assistance will be Municipal corporation obligation?

From which department is not clear. However, providing customer information (billing information) of water and sewerage bills and list of properties being charged “house tax” is available and would be provided, so that validation could be done and properties being provided a UIN. During validation and reconciliation, previous data base records should be updated with modified UIN (instead of old ID number) and billing should not be negatively affected.

 

Q6. What is the role and involvement of JICA in this project with respect to this contract?

 

JICA is co-funding this project with MCA.

 

Q7. Does Data integration in existing system is also part of the project scope?

In the Current Project, the agency has to assign a UIN to existing datarecords present with MCA as well as to properties which are not there in MC record, to achieve so agency have to integrate data with the existing system

Q8. We expect that the Public Campaign and Sensitization programme for facilitating the survey to be taken up as a separate project either by MCA or by some agency deputed by MCA.

MCA will assist the agency and will authorize their personnel to conduct the survey.

Q9. What is the existing database management system?

At present MCA is using SQL Server 2000.

 

Q10. EMD could be in the shape of Bank Gurantee.

          No, it should be as specified in the RFP.
